The Chinese are currently practising neocolonialism on a vast scale all over Africa, one of its manifestations being the South African government's reluctance to grant the Dalai Lama a visit to attend Desmond Tutu's 80th birthday. This quietly revealing documentary looks at the situation in Zambia (where the Chinese seem to have taken over copper mining) with special reference to three people: Felix Mutati, the bland Zambian minister of trade; a hard-driving Chinese entrepreneur who owns four farms and rides roughshod over his labourers; and a dedicated Chinese road builder who has trouble on all sides, including his soft shoulder.
